Leadership
Adam Ferrari is the Controller at ReFrame Solutions, bringing 15+ years of accounting and finance experience, extensively focused on financial reporting, technical accounting, budgeting, cash management, and month-end close, with a strong emphasis on data-driven analysis and operational efficiency.
Most recently, Adam has successfully led the evaluation and implementation of new software solutions and insights, significantly enhancing the accuracy and efficiency of ReFrame’s internal finance and operational workflows across all departments.
Before joining ReFrame Solutions, Adam held Controller positions at Exceleration Music Partners and Tallan, where he consistently delivered strategic financial leadership and process improvements. He holds both a Bachelor’s degree in business and a Master of Business Administration from the University of New Haven.
Alohita Nandagiri is a seasoned Director, Project Manager, Certified Scrum Master, and Certified Product Owner with a proven track record of delivering multi-million-dollar projects for State and Local Government clients. She excels in managing project timelines, budgets, and resource allocations in alignment with strategic goals. At ReFrame, Alohita leads end-to-end initiatives supporting Business Filing and Services Systems, guiding projects from ideation through successful delivery. Previously, at PCC Technology, she held dual roles as Product Manager and Project Manager, driving innovation and operational efficiency. Alohita holds a bachelor’s degree in computer science from Bharathiya Vidya Bhavan’s Vivekananda College and a Master of Computer Applications from Osmania University. Her career journey spans software development, business analysis, and leadership in product and project management, reflecting her deep expertise across the delivery lifecycle.
Anand Balasubramanian
Chief Executive OfficerAnand is an operational leader with extensive experience in technology, public sector domains, and financial management. With over 25 years of experience in software development solutions, he brings a unique blend of strategic vision and technical expertise to his role. ReFrame’s culture is driven by Anand’s ability to build meaningful and lasting client relationships while fostering a culture of respect, inclusion and collaboration among its team members. Recently, he worked as an IT advisor for a governor’s office and served as the State Cybersecurity Chair for four years. Anand excels at problem-solving and serves as a concierge for customers during critical moments, delivering reliable solutions. Anand holds a Master’s in Computer Applications.
Elizabeth is a 25+ year servant leader, collaborator, and technology subject matter expert. Over the course of her career, she has been instrumental in designing data integration and analytic solutions to easily identify correlations, gain a fuller view of business & operational performance, and increase cost savings. As the Director of Assist, she leads a custom-fit application to ensure automation, reduce costs and improve quality reporting that optimize operations for public housing agencies. Previously, she served as the Vice President of Application Support & Information Management at the largest MTW public housing authority in the southeast serving over 47,000 household members (The Housing Authority of the City of Atlanta, Georgia). Elizabeth is highly recognized for her excellent customer service and the ability to proactively communicate and collaborate with stakeholders to analyze the needs of the business and transfer those needs into technical language. Elizabeth holds a master’s degree in information technology with a specialization in Project Management and a bachelor’s degree in information technology with a concentration in Computer Programming.
Greg Amato
Vice President, ProductGreg is an experienced delivery executive with a highly diverse set of skills in Product Management, Project Management, Sales and Capture Management, Contract Management, and System Analysis and Design over a 20+ year career in state and local government enterprise IT projects. Greg was previously employed at PCC Technology Group for more than 20 years, where alongside our CEO Anand Balasubramanian, he helped build a start-up into a national leader serving government in 42 states.
Jennifer Mikalonis
Vice President of Technology ConsultingAs a senior executive at ReFrame Solutions, Jennifer’s current role is Vice President of Technology Consulting. She is responsible for building and growing the consulting practice including service offerings, methodologies, and best practices. She also ensures projects meet quality standards, timelines, and budgets while mitigating technical and operational risks. Jennifer graduated from the University of Connecticut with a bachelor’s degree and started her career in the Human Resources field. She met Anand at PCC Technology while working as a Portfolio Manager.
Jennifer Zolikoff
Director of Ethics and DisclosureJennifer Zolikoff is a recognized subject matter expert in campaign finance, lobbying, and ethics disclosure, with over 15 years of experience designing and delivering technology solutions for government agencies. Her career includes roles as a technology consultant for government agencies, a business analyst in the private sector, and an educator—giving her a unique perspective on user needs, policy implementation, and system modernization. As Director of Ethics and Disclosure at ReFrame Solutions, Jennifer leads product strategy for the Catalyst Disclosure Practice and provides expert guidance to government clients. She has played leadership and analyst roles in ten successful implementations across multiple states, helping agencies modernize legacy systems and align with evolving laws. A certified Scrum Master, Product Owner, and Product Manager, Jennifer brings expertise in business analysis, agile delivery, training, and stakeholder engagement. Known for translating complex regulatory requirements into intuitive systems, she fosters collaboration and drives innovation in public service technology.
Jessica Simmons
Vice President of ImplementationJessica Simmons serves as the Vice President of Implementation, where she brings more than 15 years of government leadership experience, spanning information technology, public administration, elections, and statewide program oversight. Prior to joining ReFrame Solutions, she served as Deputy Chief Information Officer and Executive Director of the Georgia Broadband Program at the Georgia Technology Authority, where she oversaw the allocation of nearly $1 billion in grant funds to increase high-speed connectivity across the state. Her career began in the Georgia Secretary of State’s Office, where she advanced through several leadership roles over nearly a decade. After gaining experience in Washington, D.C. and working at PCC, she returned to Georgia as Assistant Director of the Elections Division and later served as Chief of Staff. Jessica earned a bachelor’s degree in political science from the University of Georgia and was honored as a member of UGA’s 40 Under 40 Class of 2024. She is widely regarded for her strategic leadership, deep public-sector expertise, and ability to deliver complex, high-impact IT and government initiatives.
Kelly Farr
Chief Strategy OfficerKelly is a seasoned executive with deep experience in public sector leadership, business strategy, and operational efficiency. Over the course of his career, he has held senior roles in both government and the private sector, where he has earned a reputation for driving performance, building effective teams, and delivering measurable results.
Kelly served as Director of the Governor’s Office of Planning and Budget and Chief Financial Officer for the State of Georgia, where he oversaw state finances, strategic planning, technology initiatives, and policy implementation to ensure fiscal responsibility and efficiency across government operations. In this role, he was instrumental in modernizing technology, strengthening processes, and supporting the Governor’s policy priorities. He previously served as Deputy Secretary of State where he was responsible for agency fiscal accountability as well as the implementation of statewide technology projects.
In addition to his public service, Kelly has held positions in technology and consulting, with a focus on helping organizations improve operations, adopt innovative solutions, and achieve sustainable growth. He is recognized for his ability to navigate complex challenges, align stakeholders, and design strategies that balance vision with execution.
Michael Choinere
Chief Financial OfficerMike is Chief Financial Officer at ReFrame Solutions, and provides oversight for all financial and human resource functions of the company. Mike leads the financial strategy, planning and operations with a strong focus on budgeting, forecasting, and financial reporting. Mike ensures optimal cash flow management and resource allocation. He works closely with the executive team and board to align financial planning with business objectives, support investment in product development and evaluate investment opportunities.
Mike has more than 25 years of experience in business and financial leadership roles. Before joining ReFrame Solutions, Mike was the CFO at Nymbus, Sr. Revenue Manager at Unanet, and held many roles at Fiserv, last being Global Revenue Manager.
Mike holds a Bachelor of Science in Accounting from Assumption University.
Nate Shellenbarger
Chief Information Security OfficerNate is an experienced cybersecurity leader with over a decade of experience spanning military intelligence, enterprise security, and regulatory compliance. As Chief Information Security Officer at ReFrame Solutions, Nathan oversees corporate IT, infrastructure, and security operations, driving strategic initiatives across SOC, GRC, and application security. Nate’s career includes impactful roles as a DOD contractor and a commercial Security Engineer. He engineered secure SaaS environments and remediated hundreds of critical vulnerabilities; he managed classified networks and led federal and state government audits. His instructional leadership as a Cybersecurity Instructor has helped train over 150 cybersecurity professionals globally. A U.S. Air Force veteran, Nate brings a mission-driven approach to cybersecurity, backed by a strong academic foundation including a Master’s in Information Assurance and Cybersecurity. He holds multiple certifications including CEH, CNDA, and Security+ and is proficient in frameworks such as NIST, FedRAMP, PCI-DSS, and ISO 27001. Nate is passionate about building resilient security programs, mentoring future cyber leaders, and aligning technology with business risk.
Phani Ganti
Director of ElectionsPhani is a dynamic and results oriented leader with more than 20 years of progressive experience in directing & delivering transformational programs aligned with organizational priorities from concept through post implementation support. With a understanding of complex election systems and schedules, Phani’s certifications include the PMP (Project Management Professional) through the PMI (Project Management Institute) and Scrum Master. Phani can identify and resolve challenges while guiding the team through a successful implementation for the Secretary of State.
Stacie Sullivan
Director of Human ResourcesStacie has had a successful career managing human resources departments in various industries. Over the years she has been able to align human resource initiatives with overall company goals which include benefits, talent management, compensation, compliance, employee relations and so much more. Stacie has her BA in Psychology from the University of Hartford and her MBA from the University of Connecticut.
Vaidyanath Sreenivasan
Chief Technology OfficerVaidyanath Sreenivasan is a highly accomplished technology executive with over 20 years of experience driving innovation, delivering enterprise-grade solutions, and leading cross-functional teams across the public sector, financial services, and government technology domains. As Chief Technology Officer at WSD Digital LLC, he leads strategic initiatives that shape the future of ReFrame Solutions, focusing on expanding market reach and launching transformative products in areas such as campaign finance, municipal registrations, and public sector healthcare eligibility. Vaidyanath’s career is marked by a steady progression through leadership roles including Practice Leader, Director of Projects, and Director of Development. He has successfully overseen the delivery of complex systems for state governments, including ethics platforms, voter registration and election systems, and business registration platforms. His ability to align technology with business strategy has consistently resulted in high-impact outcomes and operational excellence. Technically adept, Vaidyanath brings deep expertise in secure coding practices, cloud-native architectures, and agile methodologies. He is proficient in .NET technologies, AWS and Azure cloud platforms, and modern UI frameworks such as Angular and TypeScript. His certifications include Certified Scrum Master, Microsoft Certified Professional Developer, and multiple credentials in secure software development and technology specialization. He holds a Master’s in Computer Management from the University of Pune and a Bachelor of Science in Mathematics from the University of Madras. A lifelong learner and innovator, he has contributed to internal learning platforms, led DevOps transformations, and championed experimentation and productization to position his teams as technology leaders. Outside of his professional pursuits, Vaidyanath is an avid sports enthusiast. He has represented both the University of Pune and University of Madras in basketball and continues to enjoy playing basketball and cricket recreationally. His competitive spirit and team-oriented mindset extend beyond the court, enriching his leadership style and collaborative approach.
